Piccolo, for reasons mentioned above. He also has plenty of techniques to confuse Knuckles and charge up big moves (the clone technique, for an instance)

I believe Piccolo is a better fighter but Knuckles definitely is no sloach himself. Plus he has some nice versitality. I believe he would give Piccolo a very difficult time, but his regen and seemingly more helpful abilities like his cloning, size shifting, invisible beams and such could eventually wear Knuckles down and barely give Piccolo the win.

Hyper Sonic is LS+ so Knux is too since Knuckles is stronger than Sonic physically.

Though honestly the High 4-C Rank is bullcrap since nothing even remotely suggests it as Hyper Sonic doesn't appear in the game.
