Speed is equalized though. Also, they are allowed to 9-C equipment. So, whike Idk what weapons does Rorschach uses in standard equipment besides the grappling gun, Billy gets access to a melee weapon in a crowbar and a couple of firearms like a Beretta pistol and a M4A1, so that also helps a lot
