I agree with everything,

Pseudo flight is supported by him being capable of using energy as a booster,

That isn’t Pseudo flight at all,
That scan in no way is referring to his ability to travel, but more so how he’s using that energy to achieve even greater strengths.
“Using the energy released from his body as a propelling force, he can/surpass his limits and achieve extreme speeds” seems like flowery language, only saying he’s using his energy to produce more strength and speed.

I also interpret it as saying he can boost himself using this energy but the only scan we have of him doing this is literally him jumping towards Saitama, so does this boost only apply when he’s jumping off something or can he do it mid air anytime he want?

But Meteoric Burst Boros hovering over the spaceship for multiple pages while performing CSRC, plus even rising higher than and away from the position that he was in after regenerating makes me think that, at the very least, he should have Restricted Flight

Even Saitama has been shown floating in the air or sitting on top of water for no apparent reason, this is just an application of being super fast, him changing position seems to just be inconsistent art.

also, how come literally everything ever said is flowery language lmao, that's not even an extraordinary claim. It literally just says he can release energy as a propelling force, how the **** is that an overexaggeration or hyperbolic claim in any universe?

Yeah. By definition, it only means to push or go in one direction, mainly referring to moving forward. In no way does this immediately depict him being capable of flying through the air, it only means he can travel further or faster using his energy. This doesn’t contradict my interpretation.

Him using his energy as a “propeller” to go beyond his limits literally means he’s using his energy to push (propel) himself past his limits, which again is a valid interpretation of this statement. It being flowery and following this interpretation is literally supported by Boros own statement immediately after using this ability.

The argument suggests Boros has levitation and I disagreed for the same reason Saitama doesn’t have it.
He has PF due to being capable of moving mid air via shockwaves, but despite him being shown levitating countless times he doesn’t have the ability, giving it to Boros would just he redundant.

The part about going beyond his limits isn't even flowery, it's just true. When Boros uses MB he uses his energy to go beyond the limit of the amount of speed and power released boros can put out, and he uses his energy as a propulsion to increase his speed and kinetic energy.
Booster can be vague, propelling force is not vague. He is capable of propelling himself without using the ground, that's quite literally a means of pseudo flight, it's really not that complicated.

I doubt there is a scene of saitama hovering in the air, charging his attack, briefly saying something, his enemy responding, and then clashing with his attack, all while he is still hovering in the air.
Boros is quite literally just hovering there, that is just reality my friend.
