Shining Warrior:

Sonic opens up with boost and spins circles around cinner hitting him from every direction

So Sonic with boost would be around 3x faster I think (Cinner starts 5x faster and Boost is 8x). Cinner has his sensing and prediction to offset this since 3x isn’t too game changing of a difference plus Pure Form Cinner has feats of dodging Danmaku. But he’ll struggle to land hits with Sonic’s perception.
