I mean 8-C+ Blake canonically oneshots creatures around Togepi's level, and other than Metronome which is completely random Togepi doesnt have anything that can instantly beat Blake or protect itself from her before she kills it due to bloodlust

Togepi lulls Blake to sleep. Than spams meteronome.

The only thing that it can put her to sleep with is Yawn which doesnt work immediately, and she has to hit blake with it whereas Blake can avoid it with a clone

I think above combo could work, but not sure if it would work without putting Blake to sleep.

i honestly don't see Togepi winning because you'd have to figure that Belladonna actually has battle experience, while the baby Pokémon doesn't (even bloodlust won't help).

How would Charm and Growl do anything though and why would bloodlusted Togepi think to use them when theyre far from its strongest moves?
