Blade's AP: 4.45 Tons of TNT.
Close, but Rayne is more powerful. Rayne also scales above her calculation whereas Blade if anything scales below his.

Also, while Rayne has a crippling weakness to water and sunlight, Blade's holy weapons and garlic don't seem to be a factor here. She manages to be allergic to most of the Earth and even the atmosphere and sky, but Blade's weapons are weapons she doesn't seem to be weak to. Kind of ironic.

Both are very skilled, with Blade likely being a bit more so.

Right now I'm leaning towards Rayne for being more powerful than the guy whose feat is almost double a feat Blade probably scales below.
