Blackout (Michael Bay) vs Starscream (2007 DS Game).

Blackout easily takes this. His AP advantage and large AOE attacks are something Starscream simply cannot dodge, or will be quick enough to dodge.

While Starscream can stay in aerial mode and just shoot down Blackout like that, he only did that against Megatron, who he is aware he can't beat one on one, so it's a bit out of character to do so against someone he isn't familiar with and he'd likely just attack head on, and by the time he realises he can't win, he's probably dead from the energy attack spam.

Blackout and Starscream are both Baseline 8-A, Blackout just has an Absurd AoE Advantage. Starscream also has an endless supply of summons at his disposal that while being Glass Cannons they can damage people who are Baseline 8-A like Create-A-Bot, even if isn't a lot of damage per shot.
