Gore doesn't have 4D mindhax to my knowledge. And even if he did, he won't use it to incap Bill. It's very out of character for him to use mindhax at all, and the only time he did was because Bright was messing up the debate and Gore thought it was unfair.

If no, his hax is useless. And 4444 haxes him. It would be fair as, depending on what Bill starts with, he could hax Gore before he ascends dimensions, however Gore's first move is always to go 4D via thought-based action, so Bill would need to use a thought based hax every single time he starts the battle just for this to be incon.
