Just because an ability is useless in combat does not mean it can't be on a character's profile.
The multiple selves page says in order to qualify. They just need to be sentient.

This is just Bill coping out of sheer anger tbh, similar to when he said that he had "no weakness" on his fight against Mabel, but then gives a detailed explanation of his weakness on The Book of Bill
