BFDI Mini and BFDI are in the same timeline and canon to each other.

BFDI Mini characters are tiered differently than main series BFDI characters because BFDI Mini was considered "Non-Cannon" however in the latest TPOT episode, it shows that they are on the same timeline so I believe that would mean it's canon to BFDI and BFDI Mini characters can be put on the same tiers.
