Well technically anyone with one or more wins and no losses would have the best ratio.

Because ratios are typically written as 2:3 or 2/3
So while Homura definitely has more wins than Spongebob, the fact that he doesn't have any losses and she has one make his ratio higher.
9 out of 10 or 9/10 = 0.9, meaning Homura wins 90% of her matches. Pretty good.
But then if we take Spongebob's win ratio
3 out of 3 or 3/3 = 1, meaning Spongebob wins 100% of his matches.
What we can conclude from this information is that Spongebob should be at least High 2-A and wipe the floor with her.
So while Homura definitely has more wins than Spongebob, the fact that he doesn't have any losses and she has one make his ratio higher.

Do you mean "best" as in the most wins and losses? Or the most impressive.
To me "Nicol Bolas has a better record then Homura by virtue of being the only known one to beat Homura, discounting stomps.

4/4 is still just 100% tho so really SB and AoC and anyone else with 1+ wins and no losses is tied by the definition of ratio.
