Is BDE 2 reserved for tier 1?

Im pretty sure I've seen a number of characters who seem to qualify for it but aren't tier 1
 
No but from what I can tell it is impossible to BDE 2 without being Tier 1. The description of BDE Type 2 would practically give any character Low Complex Multiversal.

Well, Arceus is 2A but he existed before the concepts of Space and time, with the concepts being an extension of his being. His True Form exists outside reality

Still 2A, but he fits BDE2. Unless I'm missing something

That qualifies for BDE 1 but not 2 from what I can tell.

The superiority/transcendence they refer too is also what our tiering uses. So basically unless Arceus views those spacetimes wirh reality fiction differences as fiction or is of a higher infinity than them he wouldn't qualify.

He's superior to them sure but not in the way BDE 2 is trying to specify.

However he does exist outside of those spacetimes in a different reality as a being with spatial temporality. That's a very clear case of BDE 1.

I was told bde is not tied to tiers anymore with the new rules

BDE 2 is not limited to certain tiers anymore like how Transduality Type 3 can only be obtained by Tier 1-A or higher. But in the end, its description still sets a benchmark, and the character is probably going to have to be Tier 1.
