That's not how Witch Time works in lore... You literally see Bayonetta and Jeanne layer their Witch Time when in a conversation in the FIRST CHAPTER. Wait, no, it was actually in the prologue, wasn't it?

Witch Time is just time manipulation which can only be activated via dodge in the game. Lore wise? She can use it anytime.

There are also other instances where Witch Time is activated and Bayo has to leave between 'platforms' to reach the boss's head or whatever.

Alternatively, if you really just wanna use gameplay mechanics, the Bracelet of Time let's her use Witch Time whenever she wants. Again, that's only in gameplay, and the description even states that it just gives them complete mastery over the art of Witch Time, which assumedly just makes it far more potent considering that that's how it works in Bayonetta 3.
