Kanji should be able to one-shot Ryuji with the AP difference, though Ryuji is significantly more agile. They both can't be affected by the other's electricity, so it comes down to raw AP.

Ryuji can kite with certain skills, since all of Kanji's moves rely on Takeji Zaiten having to swing at Ryuji directly, while the former can just summon meteors with Agneyastra or launch a rocket fist with God's Hand. Ryuji also has Charge and Tarukaja to amp his attacks. Kanji's only way of reliably hitting Ryuji is with The Man's Way, since it's a huge shockwave, but that's a pretty notable drain on his resources for something that doesn't even deal direct damage.

That's what FRA means. Ryuji has better range, and while Kanji has better AP, Ryuji has Charge and Tarukaja to boost himself, and Kanji has better range with The Man's Way, but it doesn't deal direct damage.

Ryuji's much better agility means he can do better at dodging Kanji's attacks, of which the overwhelming majority are close range.

Kanji has Masukunda to slow down Ryuji, Rakukaja to increase his own defense, and Matarukaja to counter Ryuji's own amps. Alongside being able to heal himself with Mediarama, and although both have Elec Break, Kanji can restore his own resistance with Blue Wall while leaving Ryuji vulnerable. Then again there's the mid godly
