Why? Both are bloodlusted, what stops both from using the same attack that incap the other?

nothing, it is a game of who thinks faster as both attacks are thought based.
Mewtwo wins as he has passive abilities Unnerve and Pressure the former making a person nervous enough to be incapable of healing themselves and another putting pressure on the opponent. Mewtwo comes out on top
