They all scale to 3 universes, so this is just who has the biggest scaling chain. SSJ2 is restricted for Kefla.

Oh, since this had to be in Fun and Games lets also ignore everyone time limits and add Zamasu with the obvious Infinite form restriction.

I am betting my shi on Gogeta, not 100% sure though. They all are in character and win is via incap/KO. Speed equalized.

Why restrict Super Saiyan 2 Kefla? Even with "Legendary" Super Saiyan, factored in… She is already WAYYYYY outscaled by Gogeta and Vegito.

SSJ2 Kefla is restricted because she stomps. It's 6U 2-C vs 3U.

Fused Zamasu's regen is Mid-High only btw you should check that again.

You literally put in the OP that they all scale to 3 Universes...

They all scale to 3 universes, so this is just who has the biggest scaling chain. SSJ2 is restricted for Kefla.

Yep in site they scale to 3 Universes 2-C as they upscale from either Buuhans Vice Shout in SSJ4 Gogetas case or BoG SSG GokuvBeerus universe busting feat for Kefla Zamasu and Vegito they all scale to 1 macrocosm.

SSJ2 Kefla in the other hand scales to 6 universes/2 macrocosms by upscaling from Omen 1 Goku so I can't use her.

Well, from what I remember from DB Supporters the highest GT can scale to in the scaling chain is I believe Future Trunks Saga Goku Black Rose.

Last I checked SSJ4 Goku surpassed limits was above SSB ToP Goku but they probably changed the chains and added more multipliers, idk.
