she has the versatility advantage, she also has superior durability, she could harm him much more than the reverse. His ability to fly makes him more versatile in air, but room level and small building level are the same, so his electricity would only stun her for a few minutes. He'd win, he has too many gadgets which could work, like flash bang, maybe it wouldn't be a kill win, but he'd knock her out, or at least capture her.
