Tatsumaki thinks and crushes him instantly from the distance. Class P vs Class M. And starting like that is in character for Tatsumaki. Besides that, she has speed and a massive AP advantage. It is highly likely that she will kill him before he uses hax.

Assuming she can interact with him. Tornado stomps if they start outside of Baraggan's range, and Baraggan stomps if she starts in his range. There is no fight here, ignoring Baraggan's hax, you put a Tier 5 vs a Tier 6. With hax her soul gets crushed the second she enters his own range.

But I don't think Tornado can even perceive Baraggan (Invisibility). Her enhanced sense are for sensing psychic energy, which Baraggan doesn't have. She can sense a warps in space, but once again that has nothing to do with seeing Baraggan.

But wait, out of range and they would be too far to see each other right?

If so, they're gonna need to rely each on their coordinate sensory abilities to pinpoint each others location.

You have a case in the fact that Arrogante Barragan has no brain since he is basically just a skeleton (Further proven by the fact that when he was crumbling away from Hachigen's attack, we dont see any organs at all).

Judging from Tatsumaki's profile, she relies on telepathic brain waves for her extrasensory perception but, as mentioned above, Barragan has no brain (or any organs for that matter) to produce such signals while Barragan relies on spiritual sensing (Pesquisa) to detect the location of Tatsumaki and Tatsumaki has a soul.

Once Barragan detects Tatsumaki, he can just use sonido (which also blocks extrasensory perception) to close the distance and the exact moment he does, Tatsumaki gets RC'ed.

Is this worth noting If we're are assuming that they operate out of range from each other?

Out of Tornado's range. If outside of both range, Tornado still stomps.

SBA means they know where each other is at the start. So they'll move towards each other, Tornado's range is far superior to Barragan so she'll always strike first.

But yes, if Tornado can't see him she has literally zero chance of winning at all.

I will go with Barragan for the reasons above, though I think Tatsumaki would win more often depending on the conditions of the fight.

Barragan solo with ease. You have to understand the shinigami have lifespan over thousands of years and Yet in just a second he manage to age soifon life span with ease.
Also Barragan had hax that everything around him slow down. Unless u have a barrier that can last for thousands of years that able to trap him for a minute and detonate a huge explosion that strong enough to output his respira aging ability. But Tatsumaki doesnt have that kind of hax.
