His attack potency and striking strength should be Moon level or planet level at least.

The reason why Arthur's feat isn't moon or planet level is basically because the Earth for the most part is still mainly together by the end of split and hasn't been separated beyond its GBE. Had the earth moved further apart from the slash then this feat would be higher tiered

I see fair enough. No complaint here. At least Arthur still above town level(He is way way stronger than that)

Shinra and Dragon should of course scale to this as well as Dragon and Arthur fought and traded blow for blow until the end. Shinra scales as Arthur believes Shinra to still scale and be their last hope, Shinra also stops the moons fall into Earth with a single strike while basically all of the other members of the Fire Force believe there's nothing to be done and that it's the end.
