Though I think Arima probably has the edge, Levi seems to have improved greatly as of chapter 81, being able to murk Zeke, the Beast Titan.

Arima have fought ghouls that have superhuman abilities and hypersonic speed, and beat the hell out of them effortlessly. Levi doesn't stand a chance here. Arima easily takes this.
