I will admit @Ogbunabali , that’s not on the mobile version of the site. However, there is a pretty huge ‘Here’s where you add Tags’ section in the lower-right section while making a Thread, at least on Mobile, so not much of an excuse- I think it even gives you a warning if you don’t add one beforehand.
To answer the OPs question, honestly, I’m not sure. I don’t believe so, but it may be possible for Staff/Admins to delete them. If all else fails, you can request for one to be closed.
