I didn't have knowledge about this site that much but
I think before create verse page you must have a Character page to link with the verse that you want to create
Edit : I prefer Make A CRT before create a page ( If it's a Big verse , I think we need to debate To make everything fine )

Creating a verse page need their character page first atleast. Also don't just go around and create a page, I suggest you make a sandbox first and contact verse supporters to get their opinion too.
