Arceus vs Tartarus (Saint Seiya)

Tartarus was taking complete hold of Cronus, who can not only time-stop, but shatter the space-time continuum. I really don't see how Arceus has this.
 
It's only logical to assume Arceus can stop time, reverse it, or forward it, due to the fact he created Dialga, and stomped Dialga every time. Arceus is also a very powerful reality warper, due to creating mutiple universes with their own rules. Arceus' hax is no joke.

Gods weaker than Tartarus have created entire universes with their own space-time and rules in Saint Seiya too. And Cronus has all those sorts of control over time as well, and look how he faired. Also, any God that has the Eskatos Dunamis (Absolute Creation Power) has reality warping.

Yes, but likely only in hell if what you say is true and he is hell.
Basically that. He is his own universe, the true underworld, that exists below the intermediary, human underworld created by Hades.
