Is Attack Potency and Durability always the same due to the third law of Newton?
 
Usually yes, as long as we're talking about physical strength. Though there are some exceptions, since fiction doesn't always follow physics.
 
Usually, AP=Durability when we talk about brawlers characters, but AP isn't equal to Durability always: If a human is 9-A cuz he use a rocket launcher, that doesn't means that that he can tank it. If characters have a certainly AP via a weapon, magic, reality warping or a special attack, the most likely is that his AP isn't equal to his Durability
 
Actually one needs feats in all cases. Attack potency and durability treated as separate (even in reality due to anatomy and technique btw. though to slighter degree).

Fiction in general treats them as separate so they should be assumed like that.


So technically all characters require both in all cases and provide feats and reasoning for both. The only reason many characters on the wiki have them equal is a powerscaling mechanism that in almost all cases happens at some point. That is:

Character A has AP feat. He fights character B on equal terms, so character B powerscales to character A. So character B has AP equal to character A. Character A demonstrates being able to take attacks from character B. So character A's durability is equal to character B's attack potency.

So all in all it is then established that AP of A = AP of B = Durability of A

And through that most characters scale their AP to their own Durability once they encounter some equal opponent.
