Cocytus priorly knows specifically that there's a guy on the other side of where he is, and that he's a bad guy (absolutely nothing else);
Both him and Electro are Low 7-C;
Speed is = (and if it wasn't clear: they have no line of sight from each other and are on each side of SBA's location, Central Park)

Well, IC Cocytus will use his regular combo, Immovable Wisdom King Strike, who can stop Electro completely (or decreases his speed if he's immune to getting completely stopped) and gives more damage to him, both because he's a bad dude. Frost Aura, Ice Pillars and Piercing Icicles are also things that, afaik, Electro can't deal with.
But if Electro could hit him, there's little he'd be able to do against Paralyze and Elec. Manip...
