I m gonna be straight here, cuz meh i have created too many q&a threads.

1st Question:

Character A Kills Character B ( Who Embodies The Law(Concept) Of Time ) To Stop Character C( Main Character) From Moving, But Character C states His Movements Are Unbound By The Law(Concept In The Verse) Of Speed, Let Alone Time Itself.

Which Tier Of Speed Is This? Kinda Confused Tbh.

2nd Question:

After Killing The "The Deity" ( writer's avatar ), The Mc Becomes The Ultimate And Abosulte Law Which Even Overrides Natyen ( Plot ) Itself.

Lower Laws, Such as time, strength, physical form, existence, non-existence, fate, reality, fiction and plot etc are unapplicable to the Law ( aka the mc ) until he makes a avatar for himself, heck even thinking he is a law is kind of unvalid since his(gonna use his avatar's gender) existence is unexplainable in human words.

What ability/abilities would this be?

Does That Mean He Would Literally Resists Everything Virtually Possible? Since the verse states the amount of laws there are is basically endless, he also mentions some of the higher level laws such as Destruction and Creation.

Moving while unbound by time does not give any kind of speed, moving through time or in zero time with speed does. The same would go for moving unbound from the concept of speed, it by itself doesn't mean anything.

Does That Mean He Would Literally Resists Everything Virtually Possible? Since the verse states the amount of laws there are is basically endless, he also mentions some of the higher level laws such as Destruction and Creation.

If I'm not mistaken he would have Transduality (Which is basically resistance to everything in your verse) and Resistance to Conceptual Manipulation.
