According to Toriyama, the distance between the Moon and Earth in Dragon Ball is around the same as our world, people have used this quote to show that at least Dragon Ball's Moon is the same size but they don't realize the context behind the quote. Simply put, Toriyama made this statement as a joke, just like for the statement about the distance between the Earth and Venus and the circumfrence of the Earth being the same, and I'm sure he hasn't thought about the implications on the Moon's size by this distance.

There are multiple images of the Moon and we know that a planet in Dragon Ball is 18,598,110.2 m at minimum, so we know that the Moon can't be bigger than this.

Taking this into account, we calc the GBE of Dragon Ball's Moon to be as such:

Image 1

0.6*1.622*1.84493911272449E+07^3/6.6743E-11 = 1.48522872637778E+32 J (Low 5-B+)

Image 2

0.6*1.622*1.53547390932658E+07^3/6.6743E-11 = 8.56198673183524E+31 J (Low 5-B)

Note: I know I'm only using two images, but those were the only ones where the radii exactly fit the criteria, there were others that were under 1E+08 m and could count as valid if we assume that's how large planets in Dragon Ball are at a minimum, but I think it's best to be conservative here on how large the Moon should be

Earth is explicitly described as a small planet, the only reason Vegeta scales to the Average Planet GBE is due to the "A PL of 10,000 is able to destroy a planet" thing.
Champa's wording here says that the Super Dragon Balls are "almost the size of planets," so we can take the metric of 18,598,110.2 m as the minimum for a planet's radius in Dragon Ball

Edit: I'm also unsure if King Cold can be taken seriously, any planet can look small from a distance away given the context of when he made that statement, he doesn't give a metric of comparison either
