Perception manip Dexter can probably see through it via extrasensory perception and clairvoyance/precog, Dexter probably negates paralysis through instinctive action (depending on how it works), regen he could just incapacitate Pennywise (depending on how fast his regen is he could also just chop him up and dump him in the ocean)

Problem is the dark passenger has kind of a “danger sense” so Dexter would know that what he’s hearing or seeing isn’t real.

Also in character doesn’t he try to scare a person first? Rather than kill them outright?

• Fear.
  • Pennywise rarely goes for the kill straight away. This is because it wants to scare his victims first, as fear makes his victims taste a lot better to it.

To Pennywise's credit he could read Dexters mind and find the actual one thing that scares him (which conveniently would probably make the Dark Passenger run away which leaves Dexter more vulnerable to certain mental attacks) to his discredit if Pennywise goes overboard and makes Dexter too scared the DP will come back. Alternatively if he lingers to long on trying to scare Dexter he’ll just get pissed off and become essentially immune to fear again even without the DP.

So basically Pennywise would have to kill Dexter very quickly to avoid empowering Dexter
