I think that Magnus would win if it's in character for him to lead with his hax, considering that he seems to be able to do most of the things Akron can do then a few more (mind manip, matter manip and Warp powers in general).
If it's OOC for him to start with them, Akron has a good shot at killing him before he uses them though.
No clue about who holds the AP advantage. Akron performed a feat which is about a thousand of times above baseline just by being here, but I don't know Magnus's degree of 4-B
