The provided statement from the AP Ainur statistics, which reads, "The Ainur, as described by Eru, are considered to be powerful and genuine entities, being capable of shaking the Timeless Voids as a result of their strife during the Music of the Ainur. As beings that exist in a realm beyond the world depicted in The Lord of the Rings, the Ainur perceive the space-time of Eä as a lower and secondary plane of existence, with them dwelling alongside Eru within the Timeless Halls, a higher and more primary level of existence," is not sufficient to justify a Tier 1C classification. Claiming that they are "as described by Eru" lacks concrete feats, making it fall into the burden of proof fallacy. It should only be classified as Possibility 1C, rather than outright being claimed as "1C." I request the VsB administrator to update it to Possibility 1C or return it to its original tier (Tier 2). However, for now, I believe adding "Possibility 1C" should suffice. Thank you.
 
By shaking the Timeless Halls, they affected a Low 1-C structure with their power. It's pretty clear cut and dry.

The stuff about being powerful and genuine is just additional support (as it was accepted as enough evidence to put them at possibly Low 1-C).

Where can i get that Ainur was shaking Timeless Hall's? Also, why this justification do not explained on the Ainur Page's?

It's on the page description, you literally quoted it. Links to the quote are on Morgoth, Manwë, and Varda's page.

The Halls are accepted as 5-D due to R>F. The justifications are on Eru and the aformentioned Ainur pages. They were accepted by staff.
