Essentially, No. 11’s gimmick is tailoring his automatic attacks/defenses based on his knowledge of a person, and since No. 11 is super knowledgeable on Gen due to having Isao’s memories, the one person that is stated to know everything on Gen, there was practically nothing Gen could do to break through until he pulls off something unexpected to Isao’s memories that No. 11 started to fall apart.
So in additions to Preparation, Kaiju No. 11 needs a Varies with Water

The reasoning behind this is due to Kaiju having their consciousness within their core instead of their brain. This is shown where Kaiju regain consciousness due to having its once broken core, which usually result in death, repaired. Additionally, the core is referred to as the command center of a Kaiju, reacting to every signals within the body, essentially doing the job that the brain would

With Kaiju’s healing powers that the Defense Force uses in their tech, one can even fix damage to a Kaiju’s core, which contains the consciousness (if the above is accepted), which holds the soul (which has been accepted here that the consciousness holds the soul of a being)
