the thing is is that the small time frame in which Dio is surprised and unable to properly react is more than enough for MD to inject him and make escaping very difficult, if not impossible, even with Dio's body control and regen

Is there a timeframe for how fast it takes for MD to enter his bloodstream? As soon as he feels a bite he's going to know something is wrong; he casually crumpled a spear against Jonathan's shoulder but now he's feeling a bite on his ankle the moment he begins a fight with an enemy?

i don't think so, but it's most likely very fast. that makes sense. but considering the fact Dio is gonna be tripping balls on top of melting, i doubt he'd be able to react in time or fast enough to get outta range

He's not a vampire and he did not use the Stone Mask. He cannot scale to the other vampires just because.

he scales to vampires due to having "vampiric strenght, durability and speed" while enhanced
that does seem like a bit of a stretch though
