I honestly don't know what "Operates on a different system of cause and effect" means or what it's trying to imply. Would you also require to be on a different system of cause and effect to interact with them? How does it even grant resistance to fate manip and what?
 
It means they are bound to causality, but don't fuction in the same way as we do, the way events build up and happen to them sre different and unknown, but they still happen and will happen.

They resist fate because it is defined by causality, which is different for them, so changing fate for them is harder and more complex.
