It's not a feat of any kind really.
He can't control his vomiting and he can't cause it by himself; it was triggered by Toriko's full course of attacks finally satiating Neo and causing enough stress to make him vomit.

It's not an outlier - or at least it is not a random outlier - because it has a legitimate explanation.
There is absolutely no reason for it to not have happened, and every reason for it to have happened - and it totally fits with the context of the 'feat'.

It completely contradicts all other feats in the series, when the various highest tier characters, including Acacia, exerted themselves.

Nobody else has feats for vomiting up everything they've ever eaten. How can it contradict that?
Neo vomited up everything - over 5 billions years of gluttony - from across multiple Universes & galaxies in the past. All life from multiple worlds (and seeing as how other Appetite Demons have eaten whole worlds), he's probably eaten entire worlds too.
As I've said before, it's not an actual feat. It doesn't even deserve a footnote and should not be used to upgrade any character.
Creating galaxies via vomiting is not an actual feat (and it's certainly not an outlier) because it can't be used in any way - I think it's important to get this across.
