Being outside the laws and concepts of your universe doesn't equate to Acausality Type 5 unless Causality/Cause and Effect is listed as one of those laws/concepts. (It also depends on the context of what being outside of them means.)
Anyway if they truly exist outside of all laws and concepts then no, they would not be bound by laws though again context does matter.
