Given something that is tier 0, because it contains and surpasses:

All types of finite and infinite languages.
Everything that is both effable, meta-effable, meta-meta-effable, …, ineffable, meta-ineffable, meta-meta-ineffable, …, and those structures that are layers above the entire formal and informal "meta" hierarchy, and other higher layers, escalating as long as there are formal and informal hierarchies.
All narratives and fictions ever made or not made by any systematic beings (Including humanity and all others), both conceivable and inconceivable. Completely realized.
All types of primacy, unity, immutability and indivisibility.
The denial of all systems.
All ontological distinctions.
Nothingness.

Additionally, it truly contains and surpasses all systems, formal and informal.

(This is just a extreme example, I wrote it to be extreme so it counts)

But what if there is this:

Absolutely outside everything, absolutely outside nothingness, absolutely not a system at all.

Is this even coherent? If it is, it may be "beyond tiering", because it is not even a system, so tiering it using a system just won't work?

What kinda of powerscaling-centric novel are you reading? Is it some kinda of self-insert fanfiction written by a social media power scaler?

Worst thing is, they always add a shitload of unnecessary fluff to the scaling statements when in reality you could reach tiers 0 with ease without knowledge of any meta effable or whatever bs. Tolkien made a character who is tier 0 by our standards. Tolkien is god tier writer sure but like, he clearly didn't write stuff like this.

Not novel, not fanfiction. Instead, it's things like ST_TT Strict-Tolerant logic and FDEe ineffable logic (So powerful that it can contain the statement of "This is literally outside everything"). When talking about revenge paradoxes, they can be absolutely wild. There is Gödel's Incompleteness Theorem, but there are things designed to target paraconsistent logic that bypasses such sentences, and they can easily go into "meta" range by revenge in extremely high strength, as there is literally "meta-systems" in mathematics.
