There is a cartoon series. The translated version is posted on the Internet only for some episodes. Among them there is no episode in which the main character directly showed his speed. Style of the animated series is not similar to the usual cartoons, i.e. I determined the speed of character according to the narrator and several scenes. Can I translate narrator's words on my own to justify speed of this character? If so, in which section of the forum to write about it?
 
If you are fluent in the language and can provide verifiable proof that your translations are accurate, then yes, users can provide their own translations of otherwise untranslated content as evidence.

However, I have to ask what series this is. We don't allow profiles for series that haven't gotten off the ground enough to have a consistent narrative.

If you can find consistent feats for him and provide accurate translations, then it should be fine.

In your case, it might be better to write out the original text and your translation in a blog and then link it to the profile.
