So it seems that the Sun Wukong thread was closed while I was away. The main reason why I think that Wukong should still remain at 3-C at full power prior to ascending to Buddahood is for the following reasons:
Firstly as I was trying to say, the mythological beings in Journey to the West are stated at points within the novel to be the same as the ones from various stories in Chinese folklore and in mythology. For example in Chinese folklore stories the Jade Emperor was stated to have created the Milky Way galaxy by creating a river across the heavens and it was stated that he and 2 other deities created the universe. And with regards to the Buddha and the Jade Emperor being equal to TOAA, I didn't mean they were tier 0, since there is no concept of a multi-verse in Chinese mythlogy, there is only one universe.
I understand why people are skeptical about basing this of Taoism, since people like to base things off of direct feats of actual characters, but there are several references in Journey to the West that says the Jade Emperor and the remaining 3 Pure Ones are the same as the ones from Chinese mythology.
But anyway, the Jade Emeperor created the Milky Way galaxy, which by this site's tiering system should automatically place him at 3-C and Wukong himself defeated the physical embodiement of 28 constellations, which should be around 4-A to 3-C given that he also defeated several deities that were of a higher rank than even them.
If you give me time I will go back and read Journey to the West taking notes of all the relavant points including the sections that make reference to the Chinese mythology
