About matches with summoners

In a match featuring a normal and a "summoner" character, is it allowed to restrict the former from attacking the latter directly, making them focus mainly on the summoned creatures? I'm mostly asking this to get clarifications on battles between Pokémon trainers and normal characters, in those cases when it wouldn't be in-character, or at least is isn't very likely for the normal character to go through all the Pokémon instead that the trainer.

You may restrict it if you are OP, but the match wouldn't be added. A summoner will be in the battlefield and can be normally targeted by any effect.
