It is possible for a Character to be able to (for example) dodge attacks while time is stopped (Said character does not have any type of time resistance) but have a finite combat speed?

ehh... I doubt that something like that happen in fiction. If the character is affected by time stop he can't move, if it can, he should be able to move at that speed even when the time flow normally; if not, I'm guessing than a omnipotent/beyond being is helping it, if not the writer is in drugs

Even if a character has infinite speed, if they are still bounds by the laws of time, stopping time would mean he/she would not be able to move, at all, unless he/she has certain resistances to time stop.
This is assuming time stop is applied before said character starts to move at infinite speed.
