so if inf definition about absoulete high from a number or smth, In this case, can a non-monad character have infinite destructive capacity?
 
Yes he can, but that only means that he can apply infinite force on that level of dimension. For example if a 3d being has infinite D.C then that means he is exerting infinite force only on a 3 dimensional plane, which would only take him to High 3-A at best.
