About Black Racer (DC) concept manip

I was looking around DC comic profile and found some characters have concept manipulation for controlling Black Racer.

I just want to ask what is his concept manip justification. Is it because he can harm the like of Darkseid? Does it warrant concept manip rather than NPI? He doesn't even have NPI tho.

The Black Racer is one of the aspects of Death in DC Comics, he's arguably one aspect of Death of the Endless, in Captain Atom #41 of 1990, it's stated that he represents the concept of "Death as an inevitability" and it's like a Grim Reaper for Speedsters, since Speedsters don't die in the conventional sense, they kinda become one with the speed force

It was talking about the bigger concepts of death, DotE came first, then racer, then nekron, the ultimate death
