Level 800 and Up
Why They Don't Scale to Normal Level 1000's
Even against multiple members of the Stars, Benet easily dodged all their attacks
Seeing an opening, Libra threw out a knife-hand strike. But without missing a beat, Benetnasch grabbed Libra’s arm, gripping it with a strength no one would expect from that small frame.
“I’d stop that, doll. I’m rarely this happy. If you don’t do anything, I’ll let you go. But if you’re going to interrupt my reunion with Maphaahl here, I can’t say what I’ll do to you.” With that, Benetnasch eased her grip on Libra’s arm as she threw her back towards us.
Libra managed to land with a light step, but she was definitely damaged. When I looked closer, I saw her wrist was cracked. That alone told me more than I wanted to know about how strong the Vampire Princess was.
“That goes for all of you, Twelve Stars. I understand that you’re all fairly skilled, but you’re still just Maphaahl’s pets in the end. You’re no match for me. If you don’t want to die, just sit and tremble in some corner.”
“Oh ho...! You sure can talk, can’t you, pipsqueak!”
Scorpius jumped forward, cutting off Benetnasch as she jeered at them. Aigokeros also came at her after going around to the opposite side, and the both of them launched a full-on attack at the same time. But Benetnasch disappeared for an instant, and the two of them were sent flying.
Magic? No, it wasn’t. She’s just insanely fast.
With speed beggaring the imagination, she dodged both their attacks and replied in kind. Put into words, it was incredibly simple, but... This is bad. Her speed is no joke.
I watched quietly for a moment. This is the first time I’ve lost sight of someone’s movements ever since I found myself in this body.
Even from a third-person perspective, I could only barely tell that they’d been counterattacked. The two of them probably didn’t even realize what had happened.
Outraged, Scorpius was silent for a moment before saying, “Such a disgrace! And in front of Lady Lufas...! I won’t forgive you... You’re dead...!”
“Don’t think we’ll allow you to return alive after that.”
Enraged, both Scorpius and Aigokeros were about to show their true forms. Before they could transform, I signaled with my hand to stop them. Their loss hadn’t been decided yet, but they probably wouldn’t get off scot-free if they actually tried to fight Benetnasch. Even if they won, either one or both of them would most likely die. I couldn’t let them continue.-Volume 5, Part 1

Leon is arrogant so he purposely takes the attacks of others, but even Leon was causally able to dodge Aries attacks, with Scorpius only being able to intercept his attacks because he was purposefully making sure Aries saw him preparing his counterattack.
All the other Twelve Stars gathered here looked nice and pretty, which made their strong features stand out even more in a bad way.
“But it looks like Lufas isn’t here... This is looking like it’ll be a boring fight...” Leon said, spitting out his words.
Aigokeros’s anger spilled out, covering him in dark mana. “Oh? That’s some cheek. Bold for a traitor.”
Even seeing Aigokeros change from an elderly gentleman to a goat-headed demon in an instant couldn’t break Leon’s composure. Instead, he just made a small gesture, signaling Aigokeros to come at him.
“You’ll regret this!”
Aigokeros leapt forward, slamming a fist into Leon’s cheek. The aftershock of the attack was strong enough to destroy some trees behind Leon, but his expression didn’t change a bit. He hadn’t even been knocked backwards a little as he fixed Aigokeros with a cold stare.
“Aw, what...? That’s some half-assed punch you got there... You see, you gotta punch like this!” Leon shouted as he thrust his fist into Aigokeros’s face.
Just that was strong enough to blow the monster known as the Demon King away and burst straight through Tyrving’s fortress wall. Aigokeros disappeared, mowing down several buildings in his path.
Aries was shocked. “Aigokeros?! You...!”
Furious, Aries leapt forward and unleashed a kick at Leon’s thick neck after seeing his friend get hit. However, Leon simply dodged it with the slightest of movements before pulling back his fist and making sure Aries saw him preparing his counterattack.
Before that could happen, Scorpius’s hair wrapped around Leon’s arm, stopping it. On top of that, the end of her hair stabbed into Leon’s neck, injecting him with poison.-Volume 5, Part 8

Libra was able to react to and dodge Leon's attacks
Inside the field of light, an even more intense light flashed, trampling over everything inside. From the outside, it looked like a storm of light. Colorful particles danced and scattered, piercing through any kind of defense. Neither heaven-arts nor skills had any meaning in the face of it; Brachium was given priority over any ability without question. In short, it was the end as soon as it was activated. Brachium was an unfair skill that would lead directly to death, as long as the victims didn’t have over 100,000 HP.
The damage it was capable of was something nearly on the level with those of high authority in the world, which was only possible because Libra had once been the guardian of the Goddess’s sanctuary. It was strong enough that Lufas had once said, “In terms of attack power, she might be better than me.”
And Leon... He easily crossed that whirlpool of light.
Libra was rendered speechless in surprise.
“Too lukewarm! Ha!”
Leon struck out with his stout arm. Libra managed to react in time, crossing her arms in front of her to guard, but a shockwave ran through her steel arms, cracking them. With just one punch, Libra’s body was repelled backwards, dispelling the light field.
Brachium had definitely activated, and Leon and Sagittarius had definitely been damaged by it. But Leon had a huge enough HP pool that he probably hadn’t needed to worry, so he’d continued on without caring about the damage, closing the gap between himself and Libra. Apparently, Sagittarius had also somehow survived and remained conscious. Libra could see him using some item out of the corner of her eye.
“OOOOaaarrggghh!”
Libra leapt out of the way of Leon’s second strike and stopped in midair.-Volume 5, Part 8

We later see Leon take on Libra and Aries who are attacking him at the same time, punch away Aries and Libra barely dodges
Responding to Libra’s summons, a port in faraway Blutgang opened, and a set of steel wings flew out. The thing, named Astraia, flew at supersonic speed towards Libra. Once it was near, it commenced support fire, unleashing a flash of light at Leon, who had just leapt into the air.
“Whoa!”
Astraia managed to catch Leon completely by surprise, and he was shot out of the air as Astraia looped around above them. It fired a second round, and then a third. Astraia continued to unleash beams from its cannons, keeping Leon in check. Of course, Leon wouldn’t be killed by an attack like that, but while he was distracted, Libra and Aries closed the gap between them and Leon, unleashing a fire-wreathed kick and a slash.
Seeing that, Leon immediately dodged the kick and caught the blade with his forehead. The blade bit lightly into his skin and drew some blood, but there wasn’t much damage.
“You’re so annoying!”
Leon kicked Aries right back, sending him away and burying his slim body in a wall. Next, he punched at Libra, who dodged by a hair’s breadth as she backed off and gained some distance. On top of that, she shot lasers from her eyes as she did so, hitting Leon in the back and further irritating him.
Taking advantage of that momentary distraction, Libra flew up into the sky above Astraia. Astraia transformed, looking as if it were folding into itself as a red line of light connected it to Libra.-Volume 5, Part 8

Libra being faster than the other Stars makes sense since is like a 100 levels higher than them. I am going to talk about the other Stars first and then come back to Libra

Karkinos is stated to surpass the speed of lightning
After making a final leap, Karkinos dropped the SDF soldier he’d grabbed when he was about to stall in the air and used him as a footstool for another jump. This is fine. He’s turned to gold, so even if he falls, he won’t die... Probably...
He managed to reach the ouroboros with this second jump, landing on its too-huge mass.
“So you’ve come,” Sanieve said, appearing before them.
Virgo was laid down behind him, breathing gently in her sleep. There was no sign of her waking up on her own.
“But just because you are here does not mean you’ve won,” Sanieve continued. “It is time for you to be forced to acknowledge your own powerlessness.”
“Now then... Why don’t we just see about that?!”
Karkinos jumped forward, swiping with his scissor blades. His attack surpassed not only the speed of sound but also the speed of lightning, and Sei couldn’t even see it happen. In the end, however, Karkinos’s role in the Thirteen Stars was as a shield. He was not suited for offense. Although he wasn’t suited for attacking, he was certainly strong, and his attacks were still more than enough to exterminate most enemies despite that disadvantage.
Still, his enemy right now was even stronger than the Thirteen Stars. His blades, which looked like they’d hit square on, only managed to leave behind a small scratch on Sanieve, leaving Karkinos shocked silent.-Volume 9, A Wild Ex Boss Appeared, Ex 7

Despite being slowed down by 1/100,000ths of her normal speed, Scorpius could still move
The Queen of Poison’s movements visibly slowed, but poison was already leaving its mouth. Slowly, ever so slowly but surely, the toxin made its way out of the prison of time. Crap... OhcrapOhcrapOhcrap! Even if the Queen of Poison were to stop, it would be too late if the poison cloud were to exit the skill’s field.
At the moment, the Queen of Poison was moving at 1/100,000ths its normal speed. It would be enough to call almost all other living things completely stopped, but that also meant she was still moving, and not completely stopped. That just went to show how incredibly fast she was normally. The flow of time for the scorpion continued to slow. The Queen of Poison herself was almost motionless by now, but even then, the cloud of poison would exit Yed Posterior’s field before it would completely stop.
Dina, the Goddess’s avatar, had seven unique skills. Each one of them had a priority of six, making them unstoppable by almost any other skill. But among all her skills, none of them would solve this problem, and Dina did not have the time to create a new skill from scratch.
What should I do? What should I do?! If the mist of toxins were to leave Yed Posterior, I would be fine for a while, but the people of this village will be done for. At the very least, it would spell the end for my father, who’s already at death’s door. If the poison were to spread throughout the village, it wouldn’t matter even if Dina resurrected them with heaven-arts. They would just die again straight away.-Volume 7, Part 22

Even assuming Scorpius was moving at normal human levels before being slowed down even more to be almost mobile, would put this at like 500,000 m/s. This is a lowball
The Heavenly Stars could keep up with the Mutant God, which could attack at Mach 40,000
“I expected this, but it looks like your manipulation is doing nothing.”
Libra launched anchors from her hip cannons. She aimed for the monstrosity’s body, right at the part that contained a high density of important organs. Libra’s eyes could see through matter, much like an X - ray on Earth would, and she could clearly make out the wicked god’s innards through its tough skin. The shape and positioning of its organs was just as nonsensical as its form would suggest; nothing inside matched with any of Libra’s data on living things. However, Libra was somehow able to determine which organs were important and which were not from the flow of its blood.
The anchors stabbed into the wicked god, seeming to have met no resistance at all, and Libra started to transmit the ultrasonic waves. The wicked god’s body twitched as it reacted to the attack, and it let out a sound that was most likely a scream. But even if it was taking damage, it wasn’t enough to be fatal.
The wicked god focused its gaze on Libra, and it extended all the tentacles growing from its head at once in an attempt at a counterattack. Libra instantly calculated her enemy’s attack speed and her probability of dodging the swing. Estimated speed: Mach 40,000... Dodge probability: thirty percent...-Volume 7 Part 13

I posted Libra, calculating her chance to dodge Thulu's attacks here, but the other Stars had no issue keeping up with Thulu

Libra instantly calculated her enemy’s attack speed and her probability of dodging the swing. Estimated speed: Mach 40,000... Dodge probability: thirty percent...
The tentacles swarmed Libra, each one moving with a mind of its own. Libra prioritized dodging over her ultrasonic waves in order to avoid a direct hit. Meanwhile, she launched another attack of her own. She ejected the wings on the back of her Astraia M unit, and the eight wings changed into blades as they flew forward.
The eight blades each moved independently, spinning as they severed one tentacle after the other. The blades only cut down the tentacles Libra could not avoid. Aigokeros and Pisces helped her avoid the tentacles, but one of them managed to land a hit on a wing and destroyed it.
The loss of even a single wing blade created a gap in Libra’s defenses, and the tentacles took full advantage. However, Aigokeros swung with his scythe, reaping all the tentacles at once before they could land an attack on Libra. She took that chance to return the wings to her back, and now it was Pisces’s turn to attack.
“Bow down, scum!”
Pisces moved at a speed so fast it looked like he’d disappeared. Maneuvering to a position over the wicked god, he
swung his trident down at it. His single strike split the wicked god’s head and even affected the space behind it, digging a straight line in the seafloor.
“HEH HA HA HA HA HA! What, is that all you got?! You’re weak, you inferior thing!” Pisces laughed uproariously, sure of his victory. However, what happened the next moment froze him on the spot.

Pisces and Aigokeros had to help Libra dodge Thulu's attacks, so she clearly isn't as fast as they are in the water, in fact without Ruphas making a golem for her to maneuver in the water, Libra would just sink to the bottom of the ocean
“■■■■■”
The wicked god wriggled its tentacles, launching all three of its opponents at the same time. After being slammed into the seafloor, Libra quickly recovered and strafed with her assault rifle while Aigokeros shot a bullet of magic.
There was no time for the wicked god to avoid the blows, which cut a part of its body to ribbons upon impact. However, those wounds also repaired themselves in an instant, forming another chunk of meat and transforming an already-aberrant creature into something even more aberrant. The new chunk quickly dropped from the wicked god, becoming a miniature version of it.
The mini-god immediately made for Libra, biting onto the wings on one side of her Astraia unit. Libra quickly reacted, pulverizing its head with her steel fist before saying, “The Astraia Type M’s damage rate is at twenty-two percent... Speed has dropped fifteen percent.”
Added to the damage from earlier, the Astraia Type M had now lost two wings. Libra herself had yet to be damaged, but she had taken quite the hit to her agility. It was especially dangerous because if Libra were to lose her Astraia M in this underwater battle, she would automatically sink to the ocean floor. Taking any more damage was incredibly dangerous.-Volume 7 Part 13

So, in conclusion I think Libra is clearly slower in water than the others, while faster on land, so Stars (excluding Libra) would scale to Sub-Relativistic, while Libra would scale slightly below Level 1000's (excluding Thulu who is slower than the others) who I will argue are Relativistic.

Ruphas
Ruphas is stated be move at over Mach 100,000
“Miss Lufas, what kind of object is this ring?” Libra asked on the way back.
She was probably concerned as to why I had called it defective. It wasn’t really a secret, so I explained. “The ring’s effect is just as I said. But reducing the world’s speed by 10,000 would stop the user as well. In order to combat that, the user has to be given enough speed to overcome it. This means it forces the user’s time to speed up until it exceeds 10,000 so the user is able to move in a stopped world.”
“That’s...”
“Indeed. It would be no problem for someone like us, who reached this point on our own, but that wasn’t the case for him. Even then, the ring itself would take the burden of the increased ‘time’ while he had it, so it wasn’t a problem. However... Now that he doesn’t have the ring... Do you get it?”
The effect of the ring debuffed the entire world in addition to buffing the user. In numbers, it would be 10,000 both ways. It dropped the speed of the entire world to 0, stopping time. It was unbelievable, but it debuffed the concept of time itself.
As it stood though, that would stop the user too, so it also gave them enough speed to rip past such a barrier by accelerating the person themself. Indeed, it was like cheating. If there wasn’t such a huge demerit, I would have wanted it for my Twelve Stars too. However... Once the user lost the ring, all the extra time came rushing back to them, returning to its original owner. It was an incredibly flawed object.
Of course, it wasn’t so kind as to just give back five seconds or something because the world had been stopped for that long. It was worse than that. It was said that a human’s walking speed was around five kilometers per hour. That noble was a resident of this world, so his physical abilities were higher than the people of Earth, but even then, it most likely wouldn’t exceed thirty kilometers per hour.
On the one hand, to reach time-stop—in other words, the “world where time is left behind,” that Benetnasch and I could reach—the speed required would be... Well, I’d never actually measured it, but given all-out running or flying with compressed internal time, I’d be willing to bet you would need to be able to make a lap around Mizgarz within a second in real time. Therefore, I’d say that the speed of Benetnasch or myself during battle would be over Mach 100,000. The numbers are so high it sounds like a joke, but let’s just set that aside.-Volume 6, Part 10

Ruphas is stated to be able to lap around Midgard (which is a fantasy version of Earth) in a second
By switching perspectives and focusing on where their reconnaissance was still alive, it would be possible to largely tell what area she was in and what direction she was heading. However, that would entail a large number of sacrifices. And because of Libra’s huge range and Lufas’s hyper-fast traveling speeds, the number of sacrifices they’d have to make just wasn’t worth the information they would get, especially since it wouldn’t be very accurate anyway.
It was only an estimate, but it was thought that Lufas and Co. could move around one hundred kilometers in an hour. On top of that, her flight speed was swift enough that she could fly halfway around Mizgarz in minutes, judging from the speed at which Lufas herself had once moved from near Gjallarhorn to Laevateinn. Actually, given her fight with the Devil King, her maximum burst-speed could actually be several times or even tens of times faster... If she were able to keep up that speed for long distances or times, she could even make a lap around Mizgarz in a single second. What a monster. For short distances, her speed must have seemed like teleportation.
At any rate, even if they could figure out where she was currently, such information would likely already be useless by the time Terra was informed. After all, Lufas could lap around the world several times before the familiar used for scouting would even be able to make it back, so the information it would have would be less than reliable, to say the least.-Volume 4, Part 16

Going at Mach 5, it takes 6 and a half hours to go around Midgard (Volume 6, Part 19). Made a calc, and it came out to Mach 117000, for Ruphas.
Sol
Sol easily defeated 3 level 1000's attacking him at the same time
“Now then, do you understand now? If you do, I’d like to start, so...” Sol said, provocative. “If there’s anything else, you should speak now. I’ll even wait until you finish casting buffing heaven-arts.”
“Don’t underestimate us!” The ones who took his bait were the heroic spirits in the back. They leapt, landing in front of Terra as all three of them readied their swords.
“We are knights who have sworn loyalty to Lady Lufas! Pavo the Peacock!”
“Apse the Bird of Paradise!”
“And Korbous the Crow! There is no need for Sir Castor to even act! Let’s go, Formation A!”
“No, let’s go with B here!” said Pavo.
“We don’t have anything like that!” exclaimed Apse.
“Then C!” said Korbus.
“Okay!”
The three heaven-winged took flight, fiercely attacking Sol.
Sol defended against their strikes, laughing sarcastically as he also took to the air. The three spirits followed him, attacking him from different sides at the same time, but Sol just blocked using both hands and a leg. Not just that, but Sol also gathered mana around himself before releasing it, using the blast wave to send the three knights flying.
Just like that, Sol immediately charged in. He landed a kick on Korbous, who had yet to recover, striking him in the jaw before seamlessly following up with an axe kick, sending the spirit crashing into the ground. When the other two slashed at him from behind, he quickly turned around and grabbed both of their blades with his fingertips.-Volume 7, Part 7

The feats I showed before for Leon and Benet doing this sort of stuff was against level 800's, normal level 1000's are even faster, since the gap between the two is said to be very large
“Granny!”
“Don’t shout. This body is just an illusion... I’m already dead, remember? It doesn’t matter if I lose an arm from a borrowed body like this.”
Parthenos acted strong, but on the inside, she was busy calmly calculating how disadvantageous this was. If we keep fighting like this we’ll be the ones against a wall. There’s a huge difference in the speed of our support spells, but we’ll eventually be surpassed the longer this fight goes on; we’ll be overrun.
We’d have a chance if Luna’s dispels would hit, but that’s probably impossible to ask for, given the difference in levels. She’ll probably never hit again. Also, the loss of my arm is a pretty big blow, even though it was the fault of my own carelessness. Arms were basically openings for a practitioner to launch spells or heaven-arts from. Losing an arm was like a gunner losing a barrel of a gun.
Meanwhile, Pollux looked up to the sky, seeming to have resolved her will. She probably planned to take a gamble... She’d have Castor take off her ring and attempt to push through with weight of numbers. True, if it went well, Sol would be no match, but if she was possessed by the Goddess again, it would be game over.
After a moment of silent resignation, Parthenos thought, Looks like this is it...
The gap between level 800 and level 1000 was insurmountably large. Even in death, Parthenos was a member of the Conquering Twelve Heavenly Stars, someone captured by Lufas. Even after joining the argonautai, that restriction remained, and she was stuck at level 800.
This didn’t just apply to her. Fenix and Hydras were also under the same circumstances, so what was necessary was a back line who hadn’t been turned under Lufas’s sway—the level 1000 next generation of the Maiden. It was time for Parthenos to do what she would normally have done before dying; it was time to pass the baton down to the next generation.-Volume 7, Part 9

Parthenos shows up and buffs Terra's speed, by 2x, and he is a normal level 1000, after which he could keep up with Sol
“Former, that is. I passed down that title to my grandchild. Now I’m just Parthenos.” Parthenos laughed boldly as she activated her skills.
She started with the high-level priest skill “Double Star.” The condition to acquire this skill was for the user to be priest level 100.
Then, she activated “Fourth Star.” The condition to acquire this one was for the user’s Priest level to be 200 and for the priest to have already learned Double Star. Also, this skill couldn’t be used unless Double Star had already been cast, so using it required a bit of lag. However, its effect was tremendous. The skill allowed the user to cast up to four mid-level heaven-arts at once for a certain amount of time.
Parthenos moved her fingers, and four pentagrams appeared in front of her. Each of those applied themselves to her allies around her. There was the Sun element heaven-art “Photon Weapon.” It buffed her allies’ attack power. Then, the Sun element heaven-art “Ray Block.” It raised her allies’ physical defense. Third, the Sun element heaven-art “Ray Barrier.” This one raised her allies’ magic defense. And lastly, the Sun element heaven-art “Photon Field,” which created a field which could shoulder any damage taken from allies.
“And that’s not all. If you don’t hurry and stop me, it’ll be too late, you know?” Parthenos said as she once again started casting.
Sol’s expression changed as he immediately went on the attack, but he was too late. Thanks to him showing off how easy he had it, he was a step behind. In that time, Parthenos had already cast another four buffs. The Sun element heaven-art “Regenerate,” which automatically regenerated ally HP for its duration. Then, she cast the Sun element heaven-art “Mana Regenerate.” This one did the same, but for SP. Third was the Sun element heaven-art “Speed of Light.” It doubled the speed of those it affected. And lastly the Sun element heaven-art “Aura Burst,” which raised all stats of those who it affected. It also stacked with other buffs.
Sol attempted to attack Parthenos, but Terra blocked it with his blade. Normally, Sol would completely overpower Terra, but this time, their contest of strength was even. It was all thanks to Parthenos’s buffs. Terra’s block gave Parthenos another turn. Once more, she had enough time to cast even more spells.-Volume 7, Part 8

Conclusion
In conclusion:
Level 800's (Heavenly Stars)= Mach 40,000
Normal Level 1000's (Terra, Dina, Heavenly Stars excluding Aigokeros etc)= Mach 58,500
Libra=A little below Mach 58,500
Boosted Level 1000's (Benet, Ruphas etc)= Mach 117,000, higher with Boosts/Amps
Level 1500, and Orm
Relativistic+
Orm
Orm is stated to move at over Mach 500,000
“WOOOAARAAAAGGGHHHH!!!”
STRIKE, STRIKE, STRIKE, STRIKE!
Orm lowered his stance, firmly planting himself on the ground as he threw out punch after punch while shouting at full volume. Each and every strike was deadly. As the word implied, each one was capable of causing death in a single blow. If even one of these extremely powerful blows landed, even a dragon would be blown apart.
These weren’t simply normal attacks; each punch was packed to the gills with skills—those that increased stats, those that accelerated damage, those that pierced defenses, and those that countered other skills. They were by no means average punches. The blows that Orm put out measured in at a speed of six hundred million kilometers per hour, which was over Mach five hundred thousand. These measured numbers were so ridiculously large that this was now in the territory of a child’s play fight, but the reality was that this was just how fast this fight was happening. Not to mention, Orm was throwing out these blows like they were raindrops in a storm. Once again, none of his punches were weak; no living thing would survive them. But if that was the case, just what was the woman in front of him? Was she not a living thing? That might have been true. At the very least, she had surpassed the Goddess’s definition of the word.-Volume 8, Main Story

Orm is a bit of an outlier, so no one really scales to him imo.
Level 1500 Benet
Benet is stated to be Mach 400,000
“Benet.”
“Step aside, Maphaahl. You’re next.”
Benetnasch’s crimson eyes were dyed in anger. As for what she was angry about... Well, maybe it was the shameful appearances of Alioth and the others, or maybe she was angry at the Goddess for playing with the heroes who she’d respected and worked with, even after death. It could also have been both, or something else entirely. None of that mattered to Benetnasch. What was important was what she felt in the moment. Reasoning and logic would follow after.
I’m gonna destroy them. That is what my heart is telling me is just right now!
The urge might have come from just not liking Alioth and the others and wanting to hit them, or she might have simply wanted to release them. But that didn’t matter to Benetnasch either. Either way, it didn’t change what she was going to do.
Benetnasch kicked off the ground. That action alone changed the shape of the surface of the planet as the Vampire Princess changed into a silver comet, assaulting the past heroes.
By compressing her internal time to the limit, Benetnasch slowed down her experience of her surroundings, and the world to her changed into one so instantaneous nothing but light could enter it. In terms of numbers, she was going over Mach 40,000—around half the speed of light. She was currently experiencing the world of sub-light speed. It was where Benetnasch lived, and now that her internal experience of time matched her speed, any second a normal person experienced allowed her to make a year’s worth of movement.
However, her opponents were the Seven Heroes. Alioth was just barely able to enter this world, and he swung his sword.
“Wrong.”
They clashed. Benetnasch’s claws lopped off one of Alioth’s arms, and she continued on like that, charging at the Beast King next.-Volume 6, Part 14

Years ago I assumed this was Benet at level 1000, however it's stated here that she changed into a silver comet. When we first see her power up to level 1500, she is described as being enveloped in silver light
“I’m thankful to you, Maphaahl. If I hadn’t met you, I probably wouldn’t have been able to come this far. So, this is the greatest show of respect I can give you.”
No, this is quite enough. I don’t need any more. Please, spare me. But there was no way I could put such pitiful thoughts into words, and once again, I cursed this body’s speech patterns. Come on, at least let me complain.
“If you won’t get serious, then that’s fine. That just means I haven’t made you feel like it yet. So I’ll show you what I have first. This is what you showed me long ago, the world beyond level 1000!” Benetnasch said as her silver hair started to shine.
Huh? No, wait. Seriously, wait a second. Level 1000 is the hard limit of this world, right? At the very least, level 1000 was the limit to my knowledge, and any extra strength beyond that had to be achieved with stat-boosting items. But of course, Benetnasch wasn’t talking about that.
“HAAAAAAAHHHHHHHH!!!” Benetnasch shrieked.
The pressure she gave off multiplied explosively, and her whole body started to glow silver. A storm started to brew with her at the center. The earth shook, and it was as if Mizgarz itself were quaking in fear. Finally, the ground itself cracked, and all the clouds were erased. However, even without the clouds, the lightning didn’t stop. The magic power flowing out of her in waves was messing with the surrounding mana in the area, probably changing it. Eventually the storm subsided, only leaving Benetnasch, still enveloped in silver light.
I already felt like I couldn’t keep up with Benetnasch, and now she had even more power. Her silver hair glowed.
Ah, crap. I can’t see her stats, but I can still tell this is bad. She’s gotten a power-up that’s somehow worse than the Goddess’s buff. The hell? She’s a monster.
“Now, let’s do this!” Benetnasch said before she disappeared.-Volume 5, Part 5

In addition to this, in the Web Novel, level 1500's are stated to be half the speed of light (Chapter 137).
Up to Speed of Light with Amps
While fighting the Ouroboros Benet is stated to be lightspeed
Basically, the interior was now an inescapable prison of flame. Given Benetnasch’s regeneration ability, she wouldn’t be cooked that quickly, but it was a fact that her ability to regenerate was being overwhelmed. As it stood, she would be pushed to the brink of death and captured. Not even Benetnasch was able to resist this heat, and her consciousness started to get hazy as she began dripping uncomfortably with sweat.
“Hmph. So you’re planning to steam me to death? Don’t underestimate me!”
Benetnasch took to the sky, punching the Fire ouroboros with all her might. Being unable to escape applied to both parties. The Fire ouroboros’s attack wouldn’t allow him to evade Benetnasch’s attacks.
At the speed of light, Benetnasch unleashed a storm of blows that gouged into the Fire ouroboros, the impact of which caused blood to fill his mouth. However, Benetnasch was still the one at a disadvantage. Being constantly exposed to such heat, she was eating up her stamina at a prodigious rate, and she likely wasn’t able to bring out her full ability either. It wasn’t as if she had no chance, but even so, this wasn’t a contest of wills she wanted to take on.
What both parties had failed to account for was the fact that this wasn’t a one-on-one fight.-Volume 8, Part 16

We know from previous levels that Benet has skills which can amp herself, so if she is half lightspeed without amps, makes perfect sense she would be lightspeed with amps.
Level 1500 Benet (Full Moon)
Speed of Light
Benet is stated to move at lightspeed
“Ah, don’t worry about it. We’re just a little drowsy. We have been half-asleep up until now. Well, We expected all this, though.”
Lufas took a step forward. Following her lead, Benetnasch unconsciously took a step back, and she realized she was afraid of Lufas.
That’s right... This is the real Lufas Maphaahl, the only one I respect and my feared enemy. She, Lufas Maphaahl, has to be like this, Benetnasch strongly reminded herself. She took a step forward as if to make up for the one she’d taken back.
“Thanks to you, We are awake. That was a bit too extreme for a wake-up call, but it was perfect for us. We believed that you would be the one to smack us awake. That means it was worth coming here.” Lufas giggled as she extended her black wings. “We can’t do this with Aries or Scorpius. They’re excellent in their own way, but We’d be able to deal with them even while half asleep.” Lufas paused. “We have to give you our thanks, Benet.”
Lufas gathered mana in both her hands. Both divine power and magic power circulated around her equally as she gathered more and more power.
There’s no doubt. Right now, Lufas is totally in the mood to go.
The Black-Winged Conqueror, who once ruled the world two hundred years ago, overcame time to finally stand before Benetnasch. Her joy at that fact had Benetnasch’s mouth curving upwards, and she once again ran off at almost the speed of light.
“AAAAAAAAARRGGHHH!!!”
With a war cry, Benetnasch charged at Lufas at her maximum speed and with all the strength she had. This assault was nothing like how she’d been acting until now, trying to get a sense of what was up. Benetnasch was now focusing everything she had on this attack.
A normal person wouldn’t even have been able to recognize they’d been attacked, let alone spot her before they died. Her strike occurred at basically the speed of light. The attack she’d used had once destroyed an entire continent, along with the monsters and devilfolk on it. Benetnasch didn’t hesitate to unleash that attack again, and after a moment’s delay, a shockwave dissipated behind Lufas.-Volume 5, Part 5

This is a Benet who has received back the mana she used to constantly keep her country at night, and also being amped by the full Moon
The pressure I felt from Benetnasch increased. I reflexively broke out in a cold sweat, and I understood that I was being overpowered. Damn, this is no joke. To think that I, who usually pressures other people, am getting affected by pressure myself.
Benetnasch’s silver hair waved in the wind, and thunder sounded. As if in response, the dark clouds that had been covering the skies cleared away, and moonlight shone over all of Mjolnir. Normally, Mjolnir was covered in Benetnasch’s magic which shut out the rays of the sun, but now that she’d gotten serious, that magic had probably gotten canceled. This meant that the mana she’d been using on the spell until now had returned to her, and even worse...tonight was a full moon.
In other words, Benetnasch was now being buffed by the full moon on top of having gotten some of her strength back. In the game, vampires being strongest under a full moon was just lore; a “full moon” didn’t exist in the game in the first place. Nighttime always revealed a crescent moon in the game, showing off how many corners the devs had cut, but here, everything that’d just been lore actually had an effect.
The waves of magic power I could feel rolling off Benetnasch got stronger, and it didn’t end there.-Volume 5, Part 5

So makes sense she would be faster than normal. After this lightspeed statement we see Benet face off against Ruphas and she thinks about getting faster
Benetnasch’s attack literally destroyed a heavenly body, of all things. Her strike was transcendent, fitting of the strongest of the Seven Heroes. But the Vampire Princess’ all-out strike, which could even destroy an asteroid, was stopped by just the tip of Lufas’s finger.
The ground and even an asteroid behind Lufas looked as disastrous as if they’d been hit directly, but the fingertip
that’d taken the full brunt of Benetnasch’s strike wasn’t wounded at all. In fact, the attack hadn’t even broken through a single layer of skin.
Benetnasch froze for an instant, but she quickly moved on to her second attack.
I knew this would happen. I expected it. Predicted it, even. Yeah, my opponent is none other than Lufas Maphaahl. She’s the only one to ever surpass me and the ultimate being, so it’s only natural that she can do this much. It’s a matter of course. She’s a wall so high I can’t see over it. That’s exactly why she’s so worthy of overcoming. She’s worthy of challenging!
“WOOOOOOAAAAARRGGHH!!!”
Stronger, faster, sharper! The attacks Benetnasch unleashed with her magic-infused claws were like a storm. Yet every single one of them was stopped by Lufas, and Benetnasch wasn’t able to hurt her even once.
Lufas smiled kindly and raised her hand to Benetnasch’s forehead. She flicked.-Volume 5, Part 5

So I think the lightspeed statement applies to her base.
Up to Immeasurable with Accelerated Development
It's stated in the fight with Ruphas that Benet was exceeding her limits
On top of that, the clash didn’t last long. Lufas slashed through both spells as she flew forward. Seeing that, Benetnasch couldn’t help but click her tongue. What an annoying sword.
The sword Lufas wielded—the twin swords Lifthrasir—was one of many in her collection. The demon sword, Lif, was the longer one, and it was capable of cutting apart heaven-arts and reaching the enemy through any barrier. The heaven sword, Thrasir, was the shorter one, and it was capable of cutting magic itself, giving the wielder strong anti-magic capabilities. Benetnasch couldn’t use heaven-arts in the first place, so Lif was pretty much completely unnecessary for fighting her, though the silver lining was that it was still a sharp sword regardless.
Of course, both swords were originally a single sword, and when they were combined in their true form, they were able to cut through both magic and heaven-arts alike. However, Lufas had never seen nor heard of that ability as long as she’d been using the swords, so as of yet, this remained the stuff of legend. If Benetnasch were asked whether or not that fact made her feel better, the answer would’ve been no. After all, it was Lufas, the strongest being in Mizgarz, who was using the swords. In her hands, even a simple knife would overcome a legendary weapon used by anyone else, and now she herself had a legendary weapon. It would be easy to imagine the increase in her power and threat level.
“Haaarrggghhhh!”
With a loud war cry, Benetnasch turned into a silver flash. She paid her creaking joints no heed as she threw out attacks from all directions, surpassing her own limits.
Lufas’s expression remained detestably cool as she parried each strike with her blades. She never even got scratched. In fact, Benetnasch was the one who easily lost an arm from Lufas’s light counter.-Volume 5, Part 6

This allowed her to keep up with level 3000 Ruphas who I will explain next to actually be the one to scale to the Immeasurable speed feat.
Level 3000
Immeasurable Combat Speed
We are currently assuming the Immeasurable feat on Ruphas profile scales to level 4200, but it's actually level 3000. While fighting Orm, Ruphas mentions she was only using half her power before, and now will use 70%, the same she used against Benet
“WOOOOOOAAAAAAAARRGGGGHHH!!!”
Then he finally surpassed his limits.
Orm’s level rose past the limits defined by the Goddess, and he settled at the same level as Benetnasch: level 1500. Of course, this was no normal level 1500. Orm already exhibited more power than Benetnasch at level 1000, and now, he had surpassed his limits. His strength was literally unknown now. Not even Alovenus would have expected this.
With increased strength and speed, Orm became light as he showered Lufas with blows in both human and dragon form. He used any and all skills he possessed in order to corner the strongest being alive. I can win. No, I have to win, no matter what. The back of Orm’s mind was filled with thoughts of his son’s happy future. That was all. For that, he would have to overcome this hurdle of despair.
“I will deem you a worthy enemy.” At the same time Orm heard this telepathic message from Lufas, who had yet to lose her composure, a tremendous force assaulted his cheek.
His fangs snapped and his scales were smashed and scattered. Orm barely managed to keep his consciousness as Lufas quietly drifted towards him, somehow emitting an even stronger sense of intimidating pressure.
“That was awe-inspiring, Orm. I apologize for the fact that I thought I would be able to claim victory over a man like you with only fifty percent of my strength.”
Orm was shocked into silence until he finally managed to get out a “What?”
“Now, I am at seventy percent. From here on out, I will be fighting you at the same level I used to fight Benet.”
Just as Orm heard that, Lufas became wreathed in rainbow-colored fire. She’d used Mesarthim earlier, but unlike before, it wasn’t just momentary flares of flame. She was now permanently covered in it. On top of that, she used Parthenos’s skill to instantly cast several buffing heaven-arts on herself.-Volume 8, Part 9

Half of 4200 her full strength is 2100, and 70% of 4200 is 3000. Orm got speedblitzed by Ruphas so he doesn't scale to this. Benet was able to surprise and hit Ruphas after breaking her limits
Lufas’s expression remained detestably cool as she parried each strike with her blades. She never even got scratched. In fact, Benetnasch was the one who easily lost an arm from Lufas’s light counter.
After a moment of silent shock, Benetnasch quickly grabbed her severed arm and pushed it back onto her stump, forcing it to regenerate. Then, with no sign of faltering, she charged in from the front, throwing some of her own blood, which had gotten on her palm, to try to blind Lufas.
Without missing a beat, Benetnasch circled behind Lufas and stabbed her arm out, aiming for Lufas’s heart. That attack didn’t land either. Lufas had brought her sword behind her to block without even bothering to turn around. On top of that, she spun in place and used the centrifugal force to kick Benetnasch’s chest.
Several of Benetnasch’s ribs broke with a cracking sound, and blood leaked out from her mouth. Even then, she didn’t falter. After barely managing to stop in midair, she stuck her palm out in front of her and started to rain down magic. Every single shot was a dense bullet of mana capable of erasing a town by itself, and Benetnasch didn’t hold back as she unleashed several hundred—no, several thousand—bullets. The magic bullets rained down mercilessly, causing several pillars of light that stretched up to the heavens.
Even then, Lufas was unhurt. She flew out of the cloud of dust and dirt, cutting apart the magic bullets before arriving in front of Benetnasch. Lufas didn’t hesitate before cutting Benetnasch in two at the waist, sword flashing!
“Don’t you dare underestimate meeeee!”
Benetnasch still managed to counterattack in that state, landing a direct hit on Lufas with a magic bullet. Furthermore, Benetnasch had pretty much surpassed the territory of mere tenacity and now had something more like a deep-seated grudge.
Her lower half started moving on its own even after it had been disconnected from Benetnasch’s brain and began to kick Lufas. Lufas’s eyes widened into saucers in surprise as she was kicked away. Using that opportunity, Benetnasch reattached her upper half and lower half, but the damage was still telling, and she sank to one knee.-Volume 5, Part 6

Benet also was able to damage Ruphas shoulders
Ah, this is the same. This is the same as back then.
The fight two hundred years ago had gone just like this. Benetnasch had been cornered to the point where she could only have managed one more attack, and she had been about to bet it all on a one-hit wonder. Back then, the battle had suffered some dumb interference, but this time, things were different.
Benetnasch focused all her remaining power into her right arm and fixed her enemy with a level gaze. “Let’s go, Maphaahl... It all ends with this last attack.”
Benetnasch made sure to use the same lines she had two hundred years ago, and Lufas, realizing that, replied in kind. “Yeah, you’re right. Come, Benet.” Even her beckoning motion was the same, and to Benetnasch, that was both hateful and unbearably lovely.
Okay, the stage you’ve waited for all this time is right in front of you, Benetnasch. The continuation of that day is happening right now.
Benetnasch’s face twisted into an expression of joy, and her crimson eyes burned.
“OOOOOOOOOOOHHHHH!!!”
This is the end, no matter the outcome!
Benetnasch, who was using even her life force as fuel, was truly a shooting star. Her actions were something that Lufas had never seen the likes of in her several hundred years of life. She was the fastest she’d ever been, and shined the brightest as well, as she charged Lufas head-on.
On the other side, Lufas also charged straight in. She chose to employ no tricks and faced Benetnasch head-on, so in order to intercept the blow, Lufas raised her right arm. Both of their arms crossed, and blood sprayed.
The one who was bleeding was...Lufas.
Benetnasch’s all-out attack had ripped open Lufas’s shoulder and scored a large wound. The wound wasn’t exactly deep, but unfortunately, it wasn’t shallow either. While the bleeding was showy, the wound itself hadn’t reached bone, so Lufas would be able to heal it quickly.-Volume 5, Part 7

So actually I think Full Moon Level 1500 Benet should be Immeasurable, with Accelerated Development
Orm
Midgard Orm
Speed of Light attack speed with Lasers
Can attack with hundreds of lasers that move at the speed of light
“WWOOOAAAAGGHHH!!!”
Lufas had taken little damage or possibly even no damage at all. However, Orm wasn’t shaken; he’d expected this. Orm had already known that she was at least this formidable. In fact, if she were to have fallen from just that attack, he would have felt let down. That was why Orm wasn’t all that shaken that his attack hadn’t worked.
Instead, he swiftly moved on to his next attack. Every part of his body—like his scales, hands, legs, tails, and horns—all started to glow, and the next moment, he unleashed over a hundred lasers at once. Each and every laser dug into nearby stars and erased the various stone flotsam floating around in space as they raged about at the speed of light.
The lasers changed angles, pointing straight towards Lufas. She started to evade, her arms still crossed in front of her, and all the lasers changed angles to chase her. A chain of explosions were whipped up, sending Lufas flying in the direction of Mars.
Mizgarz’s solar system was a mirror version of Earth’s, so outside of Mizgarz taking Earth’s place, it was all the same. Therefore, there was also a moon and a sun, as well as Mars and Mercury.
Just as Lufas made contact with Mars, Orm once again unleashed a beam of light from his mouth. The beam of light once again swallowed Lufas, but it had already been proven not to work.-Volume 8, Part 8

FTL with Cyclical World
Orm while using this skill can move faster than light
This woman... Can she seriously split a planet in two with just a single punch? Orm took a split second to consider this. She might. Yeah, she might. With the difference in their physical strength being as large as it was, Orm’s size was now nothing but a disadvantage.
Just imagine a flying mosquito in the middle of summer, except that instead of it being squished by the swat of a human, it doesn’t even budge. Instead, the human who swatted it goes flying. Wouldn’t that seem impossible? Would the human have any chance of winning in that situation? This was the same thing. Well, actually, the situation was even more hopeless.
However, Orm had expected this much hardship from the start. He was here having known full well that this might happen.
“Then... How about this?!”
Orm started to orbit his huge body around Lufas. He opened his large mouth and bit onto his own tail, becoming a large, circular snake as he continued to rotate. Eventually, he managed to speed up past the speed of light, and he completely enveloped Lufas. Having passed the speed of light, whatever was on the inside of the encirclement was now cut off in time from the outside, and a second on the outside would be the equivalent to a day, a year, or even a hundred years on the inside. In short, Orm had become a prison of time.-Volume 8, Part 8

Libra
Hypersonic Flight Speed
Libra has a maximum flight speed of Mach 5
If Libra were facing off against any of the other Seven Luminaries—Mars for instance—they would have long been turned into a corpse. However, being able to put up a fight was a far cry from being able to win.
All Jupiter could do was hold on. His chances of victory were very close to zero.
“Doesn’t look like I’ll be able to claim victory here. I don’t like it, but I’ll be retreating now.”
“...!”
After hearing her enemy declare his intention to leave, Libra immediately returned her left arm to its normal state, once again equipping the machine gun she had left intact.
If the enemy were to assault her, Libra could defeat them with the butt of her gun or her blade. But if they ran away, it would be up to flying speed.
Libra’s maximum flight speed exceeded mach 5, but that was only in a straight line after having enough time and room for acceleration. Basically, in addition to not having as much instant speed, Libra also couldn’t outmaneuver Jupiter, who could freely manipulate the wind.-Volume 2, Main Story
