I'm guessing you're using base Optimus for this match.

From what I can tell the Devourer is 84.41625765200764 tons of TNT and Optimus is significantly 11.64902151 Tons of TNT. Devourer can almost one-shot but it's still within 7.5. Devourer definitely has an AP advantage here. That being said, I think Optimus can take this with sheer skill and intelligence alone. He's also able to fly and could dodge the devourer's attacks.

Yeah but he has no real way of putting him down
