1. Well no, we don't give powers to characters like that unless they clearly follow said scientific theory and articles to the core.

2. it says that space can go faster than it and it is "nothing", so this would only apply to characters that embody space, not only that, space being nothing sounds like the vaccum of space, which doesn't have NEP 1 because there is still matter there.

3. NEP doesn't warrant speed by itself, is a case by case like everything else i guess.
