A Question About Zen'o's Tier Justifications

One of the reasons why Zen'o destroying the 12 universes are these two:

"Future Trunks' timeline has his own versions of Zamasu, Gowasu, Zeno, etc. All of them are characters from outside Universe 7."

I don't exactly understand how these work. Can someone eloberate, please?

We generally tend to rate universes as separate, only if they are part of different space-time continuums, which includes timelines.
