A question about the Tiering System

Ok, let's cut straight to the chase here. Let's just say there was this deity that existed that created life itself, the universe, existed outside of time and space and not bonded by it and basically created all of existence itself but however this being isn't Omnipotent, Omnipresent, and Omniscient but is eternal. This deity is so strong that nobody can really stand up against it in a battle and if it really wanted to...it could destroy all of existence itself.

However,this being does have a weakness. Let's just say it could be sealed away somehow unable to escape it's prison. What tier would characters like these be in?

He created a Universal space but didnt created the concept of time. So he would stopped at 3-A

That makes sense. This entity I was thinking of would definitely have the power to create a universe and all life within it as well as destroy it and would definitely be looked at as the supreme god of that universe but isn't a deity that doesn't have the feats of being something that's outerverse or beyond that. Not to mention this deity isn't all-knowing, all-powerful, or being everywhere at once but does possess immortality and incredible power.
