A question about the forum rules for equalized statistics

It says that "Match-ups with equalized statistics (with the exception of speed) are not allowed" does that mean that match ups with characters with similar stats would not be allowed? Or does that mean you can't make the stats equal yourself? I want make a vs thread about two characters with very similar and same stats but I'm not sure if that would break a rule. I am very unfamiliar with power scaling
 
It means you can't equalize stats outside of speed for the characters you are matching up. Matching up characters that already have similar stats would be fine.
 
As an example, Final War Arc Izuku and Post Sage-Centipede Garou are both High 6-A and aren't too far away at their best indexed value, but this is still an allowed matchup. If I was to use the same Garou and put him against Final War Arc Mezo at 7-C, I could not equalize their AP. In addition, going back to the Izuku vs Garou matchup, you'll also notice that Izuku is indexed at Rel+ with multiple speed boosts while Garou is FTL with a single boost. You can equalize speed in a matchup, but the slower character cannot win from speed boosts. If I was to equalize speed with Izuku vs Garou, Izuku cannot with via Fa Jin + Gearshift speedboost, as Garou was the faster fighter. What can happen is Izuku winning with speed boosts not being a factor in why he wins or Izuku losing. In comparison, if Garou wins because of his speedboost, it's still okay since he was originally the faster fighter.

Thanks, I am a noob with these terms and I don't feel like getting serious with powerscaling, though I am not sure if I'll post what I wanted to post.

I feel like the versus I was going to propose was a stomp despite the characters being both 8-C (so basically they have the same stats but Character A has more lifting power, intelligence, and range, while being at least twice as large; while the Character B's only advantages is being slightly harder the kill, maybe, and having some slightly higher stats if you read the stats in favor of character B [ex. Character B is at least hypersonic while the Character A is at most hypersonic, thus Character B is faster than Character A]).
 
Well if Character B has at least some advantages, it can be considered a decisive victory for Character A rather than a stomp.

The thing is I'm not sure if they are actual advantages, or advantages that matter at all. Like character B can't be killed normally (mostly), I assume he can take a lot of damage that is usually lethal due to being an zombie who is type 2 immortal, but it has been stated the undead in B's series can die if the brain is destroyed. So does that immortality matter if character A can headshot B with a gun(standard equipment) or easily overpower character B and crush B's skull, I assume this conclusion even if there is leeway with the undead only needing some of their brain because an undead character in B's series can fight despite clearly having holes in his brain.
