Also, how likely will she be using her transmutation on him in-character? If it's most likely 'later' then If she's willing to turn into sasuke or sakura to mess with him she's only really baiting out the one tailed cloak to come out and make it harder for her than it helping get any sort of touch off. It's really how she acts that defines the tempo for this fight ngl.
If either of those can be properly answered then I guess it may swing me in her favor

Capella's transmutation happens all at once btw, it wouldnt be limited to one part of the cloak. I think its actually irrelevant if Naruto could do anything about the cloak because he did be covered in different things by the time he realizes it
I don't think Capella needs to prioritize transmutation from move one for it to remain as a victory for her
Her entire fighting style revolves around getting under people's skin, provoking them, and exploiting their reactions. If she turns into Sasuke or Sakura, that isn't helping Naruto; it's helping Capella. She's forcing him into a more emotional state and encouraging exactly the kind of aggressive close-range engagement that gives her opportunities to land a touch in the first place.
The One-Tail cloak makes Naruto more dangerous, sure. It also makes him more reckless. That's not necessarily a trade Capella minds making when she can regenerate from practically anything he throws at her.
Even if we assume she doesn't immediately go for transmutation, the fight still trends in her favor over time because she's the one with the better attrition game. Naruto is the one who has to force a decisive victory before exhaustion sets in, while Capella can continue adapting, regenerating, and looking for an opening.
