As you can see, there is no reason why Xavier varies in power, and this breaks something that was discussed specifically for Toon Force-based characters like Xavier (see this thread for the whole thing):Attack Potency: Varies physically from Building level (Showcased to be able to easily destroy humans bodies that can withstand an explosion which is big tens of meters. Should be the same as his durability) to Multi-Solar System level, possibly Multi-Galaxy level through Size Manipulation (Enlarged himself to the point he's comparable in size to a being made of stars and maybe even galaxies in its body), Universe level+ at his peak (Lifted and ate an entire timeline after it was stuffed in a small dot by Burbuy's AI). Universe level+ with the Shakashuri (From using this instrument he could completely warp the universe, and then erase and re-create it back)

Basically, without Size Manipulation. Xavier is given just a 8-C (which is wrong due to the calculation not taking account for the ISL, also the link for the feat is dead) and a Low 2-C feat. Needless to say that a consistency is definitely not being able to be defined from just these feats given the literal infinite gap between them, so let's discuss these things:
- Whether Xavier has an clear in-universe reason on why his power varies
- If Low 2-C is anywhere close to consistent for Xavier
